Two episodes of flash floods in the Milwaukee, Wisconsin region, during a one-week period caused floods of basements and streets in July 2010.

Flood Level

The first incident occurred on the night of 15 July - 16 July. Seven days later on July 22 to 7.5 inches (190 mm) rain fell in two hours. This unusually heavy rainfall transforms roads and freeways into impassable rivers and ponds. Due to the enormous amount of rain in a very short time, it causes the sewerage reserves in many areas of this area. The hardest hit were the Northshore Shorewood, Whitefish Bay, Glendale, and North-eastern Milwaukee areas with water reaching five feet in some areas. The areas have just recovered from the previous floods and are starting to return to normal. The phrase 'insult to injury' is echoed among many TV stations for their suffering. Fatality and Damage Level

Floods also caused one confirmed death, when 19-year-old Kyle Prelesnik's body was discovered from Lincoln Creek about eight blocks away from his car he rode in a storm. The cause of the car entering the river was delayed. It is estimated that the last storm caused flood damage of about $ 37 million. Gov. Jim Doyle declared a state of emergency for Milwaukee County on July 23 because more than ten inches of rain fell between two storms. Damage caused by flood water and reserve waste caused the decision in November 2010 to destroy the former St. Michael, a 7,000-square-foot 7,000-acre (74,000 m 2 ) building that has been largely empty since the hospital closed in 2006. A large hole at the intersection of Oakland and North Avenues on the Milwaukee East Side is quite large for vehicles to be swallowed by. Bad weather closes Mitchell International Airport, causing the so-called rain-in. Runways are flooded with local flights with high water runways, and cause incoming flights to be diverted.

Media Outlet Damage

Media coverage was hampered when heavy rains caused flooding and equipment damage in some television stations. The rain caused the sewer to get back into the WVTV-TV and WCGV-TV stations, damaging the equipment and causing the stations to simply die until the next afternoon. The local television operation did not continue until later in the weekend. River floods next to the transmission facilities for WDJT-TV, WMLW-TV, WBME-TV and WYTU-LP also caused all four stations to become dark, and news operations on WDJT affected as microwave relay stations for ENG vehicles were not operational. For much of the weekend, WTMJ-TV rival station WDJT simulcast on digital sub-channels, repaying arrangements made to broadcast WTMJ on the WDJT sub-channel at the beginning of the year after the WTMJ tower was struck by lightning. During heavy rains some stations experience rain fading at satellite reception so severely that network programming has to be temporarily suspended, either by using technical difficulty messages or, in the case of WDJT, showing impromptu news and weather coverage.

Aftermath

In the aftermath of the flood, the state of Wisconsin requested emergency assistance from the Federal Emergency Management Agency, but initial demand was denied because no reported damage was eligible for assistance. In August, after Governor Doyle appealed the refusal and submitted additional information on the damage, the state accepted the "Public Help" declaration that authorized the federal government in connection with flood and storm damage to public facilities in Milwaukee County and Grant County, Wisconsin, during July 20-24 period. Calumet County was then added to the declaration. In September, President Barack Obama issued the "Individual Help Declaration" which provided federal assistance for damaged homes and businesses.
